Village planning committee accuses acting sarpanch of misguiding gram sabha

Margao: The village planning committee (VPC) of the Nuvem village panchayat has taken strong exception to the move of the acting sarpanch, Menino Mascarenhas, of presenting an "edited version" of the draft village plan for RP 2021 at the recently held gram sabha. Accusing the sarpanch of violating the participatory planning process, the VPC has demanded that the authorities declare the plan null and void.

Addressing a press conference at Margao on Tuesday, the chairperson of the VP, Zarina da Cunha, charged that Mascarenhas "blocked the plan prepared by the VPC" and forced upon the gram sabha a "personal" plan which he formulated "without any intimation, co-operation or collaboration with the VPC".

"By not allowing the plan prepared by the VPC to be discussed at the gram sabha and by forcing upon the gram sabha an arbitrary and illegal plan, the acting sarpanch has subverted the due process for the formulation of the RP for Nuvem village. Instead of participating in and providing necessary support to the planning process undertaken by the VPC, the acting sarpanch has clandestinely created a knee-jerk alternative plan," da Cunha said.

While condemning the manner in which the gram sabha proceedings were carried out, the VPC demanded that "an impartial government observer/trainer be given the responsibility to make the RP 2021 presentation to all the VPC members, including the acting sarpanch and his group, and deliberate on the ground reality as per assurances given to this effect by senior town planner S T Puttaraju when the VPC called on him".

The VPC has also shot off letters to the chief town planner and director of panchayats, demanding that "the validity of the plan formulated by the duly elected VPC be reaffirmed". It has also demanded that the Nuvem panchayat be directed to hold a special gram sabha to discuss the RP and the development plan formulated by the VPC.

"We formally submit that that the authorities should impose a freeze on all further actions of the Nuvem village panchayat with regard to the village development plans and the RP. We ask that the freeze on any action be imposed on the panchayat and its functionaries until the authorities we have appealed to are able to take formal action, as the Nuvem village panchayat has lost credibility, trust and the faith of its citizen members," the VPC has stated in the letter.

Meanwhile, Mascarenhashas refuted all the charges and has maintained that all his moves were aimed at the development of the village.

The world’s most eagerly awaited car, the Tata Nano, will be on display from April 1 at the Auto Industries showroom in Nuvem, near Margao. The car, which is up for booking, will be available in standard and deluxe versions.

Despite being the cheapest car in the world at around Rs 1.20 lakh on the road, the Nano is designed with a family in mind, and has a more roomy interior than the Maruti 800. The Nano has an all-aluminium, two-cylinder, 623 cc, 33 PS, rear-mounted multi point fuel injection petrol engine. It offers a mileage of 22 kmpl. (This is NOT an April Fool joke.)

PANAJI-Five SBI branches namely Panaji, Margao, Mapusa, Vasco and Murmagoa Harbour have been designated to distribute the Nano booking forms, which is priced Rs 300 per set, according to Mr Kishore Bawase, assistant general manager. �We are on the verge of launching the Nano Advertisement campaign all over Goa,� he said.
At the time of booking, the SBI will be financing 100 per cent of the booking amount. For example, the Nano Standard booking amount is Rs95,000 SBI financing, with an upfront fee of Rs2999; for Nano CX deluxe Rs1.20 lakh financing with upfront fee of Rs3499, and for Nano Luxury Rs1.40 lakh financing the upfront fee is Rs3999. This is not on the road price and not a car loan, he reiterated. Complete applications forms alongwith booking amount draft has to be submitted to the designated branches under the SBi Nano Car Booking Funding Scheme, he said. Deliver date of the cars is yet to be announced by Tata, though tentatively 6000 Nano cars may roll out in June, and a few may come to Goa. And no 6000 as
early reported.
The Advertisement campaign includes leaflets and TV spot adv. For the year ended March 31, 2009, SBI Margao is boasting of its Rs 23.48 crores, the highest in Goa.

Nuvem villagers smack of conspiracy in proposed bypass

A delegation of villagers of Nuvem and its surrounding areas on Thursday called on the PWD Minister, Mr Churchill Alemao to apprise him of the problems that the people are likely to face due to the proposed western bypass. The delegation led by Mr Sanjive Raiturkar, included around 200 people who are likely to get affected by the bypass.
The delegation pointed out that while the eastern bypass is already existing and could serve the purpose, the new western bypass will create a lot of hardship to the people as hundreds of houses are going to get affected. They also pointed out that as a result of the new western bypass, several low-lying areas in Mungul will also get submerged due to the land filling and added that the existing problem of flooding will only deteriorate.
They also suggested that a few stretches of the eastern bypass needs to be worked on and suggested that a new bridge could by constructed near Mandopa where a few houses are getting affected. They also alleged that the western bypass is being build to satisfy some builders. After a patient listening, Mr Alemao assured them of looking into the matter.
